Black Veil

Black Veil is a highly addictive drug created by Dr Jonathon Marks for the Syndicate, a highly ambitious criminal organisation. Although the drug has few of the effects generally associated with illegal drugs, its addictiveness makes it perfect for controlling people. Which is exactly what the Syndicate uses it for, infiltrating the circles of business and government to addict powerful men with the drug.

And only men, because the the quirkiest thing about Black Veil is that it only works on people who have a Y-chromosome. Those without are entirely immune, although no doubt Dr Marks is hard at work seeking to correct this little issue.
